Foreign Office, October 30, 1909. SIR R. HART informs me that he has applied for an extension of leave, and proposes returning to Peking by second mail in March next unless his health or change in situation makes it expedient to resign then.
It is announced in a paper to-day that he intends to retire, and there appears no doubt that he will not return.
